WACC Meeting
April 1, 2008

The Whitetail Estates bank account has been opened and registered as a non-profit organization.  An initial deposit of $100.00 by Larry Gensch was made February 6, 2008.  A check of $1,738.26 from Bill Durr was deposited March 22, 2008.  No bank statements were provided for the original account which we assume has been closed.  The WACC has requested the bank statements and a financial statement of the income and disbursements for the original account be made available since this is community money.  Craig Barrick is the current WACC treasurer and will be responsible for disbursing funds from the account as directed by the WACC and for maintaining an accurate accounting of income and expenses.  This matter will remain unresolved until the requested accounting records for the original funds have been received from the former treasurer.
A brief discussion of the history and activities of the WACC followed at the request of our guests.  This covered the original efforts when the developer chaired the committee through Bill Durr's tenure and the time Robert Weiss led the committee.  It was pointed out that the current committee agreed to return to it's original charter, managing the architectural aspects of Whitetail Estates, and that service or social events for the community would function independently of the WACC.  So far, there has not been much interest shown by anyone to head up the service and socials events committees.
The WACC agree, as it has in the past, that the WHITETAILESTATES.ORG website is to be the primary source of communication with Whitetail Estates residents.  Mail outs cost upwards of $100.00 each.  The website is obviously more cost effective.
Robert Weiss's request for a community wide meeting was discussed.  The WACC will offer to cover the cost if he requests it before the actual meeting.  An election for removal of any or all of the current WACC members will require an official vote of the current property owners in Whitetail Estates.  Proof of  property ownership, such as voter registration or tax documents, and a properly supervised process would be required to make such an election binding.
Several properties in the neighborhood were noted as having violations of the deed restrictions .  These properties were on Patricia Rd. (3), Doe Run (1), Whitetail (1), and Fawn Ridge (1). The owners will be contacted.
Minutes of previous meeting will be forwarded to Larry Whelan for posting on the website.
Frank Hanson proposed forming a WCID (Water Control Improvement District) to continue moving forward on water for Whitetail.  He proposes a two phase approach.  The first phase would be to have an engineering firm produce a design and proposal providing a definitive system layout and a realistic cost estimate.  This information would be made available to the community and a vote to proceed to Phase Two (construction).  If a majority of the homeowners vote for accepting the proposal, then we would proceed.  If not, then the WCID  funds would be used to cover the engineering/proposal and the WCID would be disbanded.  Since this approach is a little different (two phases) than a standard WCID, consultation with our Precinct 3 commissioner (Valerie Covey), county engineer, and/or other entities as required to make certain that this is acceptable.  Frank Hanson will follow up and arrange a meeting with our County Commissioner to discuss this.
Larry Whelan will look into developing a link on the website that will allow users to access information regarding developments around us.
Tommi Larrison commented that several individuals had expressed to her an interest in a Whitetail Directory for the residents of our community.
